Service animals must be on a leash at all times when in public places, with the exception of when the handler needs them to perform a task that requires them to be off-leash. For example, if a service animal is trained to alert its handler to an impending seizure, it may need to be off-leash so that it can move quickly and get away if necessary.
While service animals are generally welcomed in public places, there have been some instances where businesses have tried to discriminate against them. In one famous case, Delta Air Lines refused to allow a passenger to board a flight with her emotional support animal. The airline later changed its policy after facing backlash from the public.
